Through this contract action the following changes are proposed:

-Extend contract end date to October 31, 2021
-WE milestones rescheduled to align with updated contract end date
-Reschedule  $150,000 from 2016, project 2007-224-00
-Reschedule  $250,000 from 2017, project 2007-224-00
-LWD Procurement has been added as WE Q
-WE budgets were adjusted accordingly
-Line Item Budget associated with this Release, has been modified to reflect changes in work


This contract is to conduct aquatic habitat improvement projects in the Methow Subbasin.  Projects to be implemented will primarily emphasize benefits to ESA listed spring Chinook, summer steelhead, and bull trout and secondarily to other salmonids and Pacific lamprey.  Work will include regular attendance of coordination meetings with project sponsors and oversight groups to ensure that work is conducted consistent with established needs and in coordination with other existing restoration efforts.

Projects prioritization is based on the 2014 EDT model run for the Methow Subbasin and the 2017 Regional Technical Team Biological Strategy.    

Work under this contract cycle will include:

•    Devany side channel reconnection: Design
•    Upper Twisp River LW supplementation: Design
•    Little Bridge Creek BDA and LW supplementation:  Design
•    Lower Beaver Creek enhancement:  Design
•    Hwy 20 remove riprap and install LW:  Design
•    Wolf Creek LW supplementation:  Produce plan
•    Methow River install LW at RM 54–56:  Produce plan
•    Newby Creek levee removal and install LW:  Design
•    Ben Canyon Creek culvert:  Implementation
•    Chewuch Road decommissioning:  Produce plan/ Implementation
•    Texas Creek BDA installation:  Implementation

Additionally, CTCR will continue supporting public outreach and educate for local students and the general public about the importance of salmon recovery and habitat improvement in the Methow Valley.

Cultural resource surveys as required under Section 106 of the NHPA, unless previously completed prior to this contract period, will be completed by the Colville Confederated Tribes Cultural Resource staff.

CTCR staff funding allocated under this contract are for: Matt Young (CTCR Methow Contract Manager - contract management); an Engineer (TBD, design review); and field technician staff are used as available to assist in field work.  Field work to be conducted during this contract period include installing Beaver Dam Analogs (BDAs), pre-site assessments, and other data gathering activities to aid in project development.  
    
The contractor (CTCR), its designated agents, sub-consultants and project stakeholders will be available, responsive and will collaboratively address contract related issues during the term of the contract. Contract issues include but are not limited to technical, policy, regulatory, project management and associated elements related to the project. Successful execution of this contract is contingent on alignment of the preceding contract issues with the BPI and BPA contracting processes, project management plans, design review protocols (including but not limited to BPA RRT design review, and integration of input and comments from BPA).

CTCR Contract Manager and design consultants will cooperate, coordinate, collaborate, and maintain effective communication with BPA PM/COR, EC Lead, and BPA ETS, during the entire length of this design contract. CTCR and its subcontractors will address BPA comments and concerns, and the two entities will arrive at a mutual beneficial consensus.
